A student who has successfully completed all the course units of an associate degree, non-continuous bachelor's degree, or continuous bachelor's degree according to the approved program of the Ministry of Science and in accordance with the regulations of this regulation will be recognized as a graduate of that program.
Note 1:
The date of graduation is the day when the student's final grade is submitted by the instructor to the education office of the college or university.
Note 2:
Considering Note 1 and strictly following Article 24, it is necessary for each university to establish a specific time in each semester to announce the graduation of students and to prepare the necessary measures.
Article 65:
The overall average of the student's grades at the end of the study period must be at least 12 for them to receive either an associate or bachelor's degree in their field of study, as applicable. If the average grade of the student is less than 12, and provided there are no barriers regarding the duration of study, they may retake up to 20 course units in one semester (in the associate degree program) or two semesters (in the bachelor's degree program) from the courses they passed with a grade lower than 12 in order to compensate for their overall average.
In this case, the grades of the repeated courses will be recorded in addition to the previous grades on the student's transcript and will be included in the calculation of their overall average.
Note 1:
A student who cannot or does not want to utilize the regulations mentioned in this article or, despite utilizing them, cannot compensate for the deficiency in their overall average will be expelled from their studies if they are in the associate degree program, and if they are in the bachelor's or continuous master's program, they may graduate with the degree of the lower educational level according to Article 30 and its note.

Article 29:
The criterion for graduation from the associate degree, continuous bachelor's degree, and non-continuous bachelor's degree programs is having an overall average of at least 12 at the end of the period.
Note: If a student is unable to achieve an overall average of 12 during the allowable study period, only one semester will be granted to them to raise their overall course average to at least 12 by retaking a maximum of 20 units from the courses that they passed with a grade lower than 12, in order to receive their degree. Otherwise, they will be barred from continuing their studies.
Article 30:
If a student is withdrawn or barred from studying in a continuous bachelor's program and has passed at least 68 course units (including a maximum of 10 units from general courses and the remainder from other courses in the program) with a passing grade and their overall average is 12 or higher, they can receive an associate degree in the same field. Otherwise, the mentioned student, as well as those withdrawn or barred from studying in the associate degree program, will only be issued a certificate indicating the number of units completed, along with their grades and overall average.
Note 1: If the student withdrawn or barred from the continuous bachelor's program has completed more units than required for the associate degree, the institution may consider the courses passed with a grade of 12 or higher as the basis for evaluating the associate degree.
Note 2: The issuance of the associate degree will be carried out upon the student's request regardless of the existence of an approved associate degree program in that field or the institution's authority where the student is studying.
Article 31:
The date of graduation is the time of recording the student's last grade in the university's education office.
This regulation was discussed in 12 chapters, 66 articles, and 48 notes in meetings 316 to 339 of the Supreme Council of Planning and was finally approved in meeting 339 on 14/2/1367. It is enforceable from the date of approval for those students who entered the universities and institutions of the Ministry of Science in the academic year 77-1376. Furthermore, from this date onward, all regulations, circulars, and directives contradicting this will be canceled for these types of students.
