Definition of Transfer

Article 38:

Transfer means changing a student's place of study from one university to another within the same field and the same level of education.

Article 39:

Transferring a student to any of the universities in Tehran is prohibited except in the following cases:

1- The death, martyrdom, or disability of the student's family guardian, such that, in the opinion of legal authorities, they are recognized as the head of the family.

2- Significant disability of the student, such that, according to the Medical Council, they are independently unable to continue living.

3- Official and permanent marriage of a female student, where the husband's place of study or work is in Tehran. This must be confirmed by the relevant authorities.

Note 1:

Each of the mentioned cases in this article must occur after the student has been accepted into the university.

Note 2:

For official or contractual government employees, presenting a job certificate is essential. If the spouse holds a free occupation, their certificate of employment and residence in Tehran must be confirmed by legal authorities or the police.

Note 3:

In exceptional cases determined by the university, if the place of study for a female student is in Tehran and her husband is studying in another city, if the educational field for the female student is not available in that city (where the husband is studying), her husband can transfer to Tehran.

Note 4:

To distribute transferring students to Tehran and prevent their confusion in determining their place of study, a committee named the Transfer Committee will be formed within the Student Affairs Departments of the Ministries of Culture and Higher Education and Health, Treatment, and Medical Education. This committee can determine quotas for accepting transferring students at any of the universities in Tehran and place the transferring students according to these quotas.

Article 40:

Transferring students from universities and higher education institutions in Tehran to provincial towns and between provincial towns, in the same field and level, is permissible, provided that the originating and destination universities agree.

Article 41:

Transferring from evening courses to day courses, from Payame Noor University to attending universities (including both day and evening), and from private universities to public universities is prohibited, but the reverse transfer is permissible with the agreement of both the origin and destination universities.

Transfer of Children of Faculty Members

Article 42:

Transferring the spouse and children of faculty members to their place of employment is carried out according to special regulations. These regulations are prepared, compiled, and communicated by the Ministries of Culture and Higher Education and Health, Treatment, and Medical Education.

Transfer of Iranian Students Studying Abroad

Article 43:

Transferring Iranian students studying abroad to universities and higher education institutions within the country is conducted according to a set of regulations that were approved and communicated during the 229th session on 28/3/1374 (June 18, 1995) of the Supreme Council of Planning. (Appendix 3)

Article 44:

The student requesting a transfer must submit their transfer application, specifying the reason, at least 6 weeks prior to the start of the academic semester to the education administration of the originating university.

Article 45:

The originating university, upon agreeing to the transfer, is obliged to send its approval, along with the student's application and transcript, to the destination university within one week at most. The destination university is required to inform the originating university of its decision at least two weeks before the start of registration.

Note:

Upon approval of the transfer, all records of the student from the originating university will be sent to the destination university, and communication with the originating university will be terminated.

Article 46:

Only the completed courses with grades that are accepted or higher will be recognized in the transfer. The acceptance of courses with lower grades is the responsibility of the destination university. In any case, the potential removal of courses for the transferring student is permitted to the extent that they have the opportunity to complete their remaining units within the allowed period of study.

Note:

All grades of the student in the originating university, whether passing or failing, will be recorded in the transfer student's academic record exactly as they are. Only the accepted course grades will be included in the calculation of their overall average.

Article 47:

The graduation documents for the transferring student will be issued by the destination university. In this document, the number of completed units and the total units at both the originating and destination universities will be recorded along with their average grades and academic records.

Article 48:

Transferring a student during their studies at any level is only allowed once.
