Definitions:
- University Research Council:
- The university's research council consists of the university president, research vice president, research affairs manager, and one member of the academic board.
Responsibilities and Authorities:
University President: Responsible for approving contracts.
Research Vice President: Responsible for approving correspondence.
University Research Council: Responsible for reviewing proposals (suggested plans) and providing opinions regarding the acceptance or rejection of the plan.
Research Affairs Specialist: Responsible for preparing correspondence and handling matters related to the Research Council and preparing contracts.
Research Affairs Manager: Responsible for the initial review of proposals and their compliance with relevant bylaws and regulations.
The bylaw for proposed plans of Qom Industrial University is approved by the Research Council.

 1- Receiving research calls from executive bodies by the Research Affairs Specialist throughout the year
2- Announcing the need for relevant researchers by the Research Affairs Specialist. The Research Affairs Specialist announces the need within one month.
The announcement of the need, as determined by the Research Vice President, will be made in three ways.
a) Publishing recruitment advertisements for researchers in influential newspapers
b) Publishing announcements on the university's website
c) Corresponding and sending letters to previously identified researchers.
3- Receiving the proposed plan from applicants by the Research Vice President and referring it to the Research Affairs Specialist.
Description: The proposed plan has a specific format that will be placed on the university's website.
4- Initial review of the proposed plan by the Research Affairs Specialist
To check for the initial conditions of a plan
5- Preparing a letter for the Research Council to request
Formation of the Research Council
6- Typing the previous letter by the secretariat              Secretariat                        1 day
7- Receiving the typed letter and its approval by the Research Affairs Specialist and delivering it to the Research Vice President
8- Sending the proposed plan for qualification review
9- Inviting members of the Research Council by the Research Affairs Specialist
 10- Forming the Research Council to review proposals from the members of the Research Council
11- Preparing the minutes of the Research Council and drafting a letter for the Research Affairs Manager to approve, amend, or reject the plan
12- Typing the response to the plan by the secretariat
13- Receiving the previous letter by the Research Affairs Specialist and delivering it to the Research Vice President
14- Approving and sending the letter of reasons for acceptance, modification, or rejection of the plan by the Research Vice President to the researcher
15- Sending the approved plan to relevant executive bodies on university letterhead
16- Following up on the approval of the plan at relevant universities
17- Notifying the researcher in case of plan approval
18- Following up on the execution of the plan by the researcher
