According to the detailed report on the implementation process, all national executive bodies seeking funding from the national public budget for capital development projects are required to prepare comprehensive technical, economic, and financial documentation through a multi-stage evaluation process. Following approval by the relevant ministry—in this case, the Ministry of Science, Research and Technology—the proposal must be submitted to the National Planning and Budget Organization for final authorization and budget allocation.
