According to the public relations office of the university: The meeting of the information technology managers of the universities in Region 4 of the Ministry of Science, Research, and Technology, along with the executive bodies of Qom Province, was held with the presence of Dr. Khoshnavisan, the President of Qom University of Technology, Dr. Moieni, the Director General of Administrative Transformation and Information Technology of the Ministry of Science, Research, and Technology, and Engineer Motaghian, the Director General of Non-Operational Defense of Qom Province, organized by the university's IT unit in the Shahid Akhundi Conference Hall.


At the beginning of this meeting, Dr. Khoshnavisan welcomed the attendees and emphasized the importance of information technology in today's world. He added: Our society today is surrounded by cyberspace. On one hand, this presents a suitable opportunity for facilitating many societal affairs, while on the other hand, it poses a significant threat.
He noted: Ethics in information technology and cyberspace is a crucial and fundamental component, to the extent that ethics in cyberspace should be intertwined with the science of psychology.

Subsequently, Dr. Moieni provided a report on the development of e-government within the Ministry of Science, Research, and Technology. He stated: The general policies of the administrative system, in alignment with the general policies of resilient economy announced by the Supreme Leader and several executive documents issued by the government, serve as the foundational documents and roadmap for the development of e-government, guiding the Ministry of Science, Research, and Technology towards the establishment of e-government.


He stated: The main goal of e-government is to share resources, which includes all resources that can be represented in cyberspace.
The Director General of Administrative Transformation and Information Technology of the Ministry of Science stated: With the establishment of e-government, data generated in various departments of the organization will be shared, thereby leading to integration within the organization and the elimination of parallel work.
He explained the process of establishing e-government in organizations by stating: The implementation of e-government is a cross-sectional effort and takes place through the interaction of various departments within the organization since the establishment of e-government is a collective task, and its successful execution requires defined cooperation from all departments. The academic structure of the Ministry of Science necessitates that the organization of e-government establishment be carried out with greater precision, encompassing logical and predefined participation of all stakeholders. Following this, Engineer Motaghian highlighted the functions of non-operational defense in Qom Province and stated: Protecting the lives of citizens, safeguarding the country’s vital infrastructure, ensuring the continuity of essential services to the public, protecting facilities and equipment, maintaining the governance of the country, cyber protection of the country, safeguarding cities during wars, maintaining information networks, and ensuring public management during crises are among the important functions of non-operational defense.

The Director General of Non-Operational Defense of Qom Province, referring to the goals of this organization, said: Realizing the directives of the Supreme Leader (may God's presence be with him) regarding non-operational defense, fostering awareness of the concepts of non-operational defense, clarifying the roles of non-operational defense in society and motivating government agencies to implement policies and plans of non-operational defense, conducting symbolic and defensive actions of agencies,组织救援活动和故障'执行'及'参与的含义进行تا', fostering awareness and promoting the discourse of non-operational defense in society, and sensitizing the public to the performance of organizations and executive bodies in the field of non-operational defense are among the organization's most significant objectives.
