According to the directive from the Ministry of Science, Research, and Technology No. 124646/dated 11/7/90, the education of the Esteqlal beneficiaries* subject to clause "k" of Article 20 of the Fifth Development Plan is free at all levels in universities, higher education centers, and research institutions, including public universities and educational and research centers, starting from the first semester of the 91-90 academic year.
