Applicants must meet the following requirements:
Be a member of the eligible beneficiary groups specified in Note 1 of Article 67 of the Comprehensive Act on Services to Veterans, including:
Spouses and children of martyrs;
Veterans with a disability rating of 25% or higher, and their spouses and children;
Former prisoners of war (freed veterans), and their spouses and children.
Be enrolled as a student during the 2025–2026 academic year (Academic Year 1404–1405).
Have a minimum cumulative GPA of 16.00 in Basic Sciences, or 17.00 in Humanities, Engineering, and Technical disciplines.
Academic, educational, research, and veterans-related achievements will be evaluated only for the applicant's current academic degree level.
Applicants who obtain at least 40 points based on the festival evaluation criteria (veterans-related achievements, academic performance, educational activities, and research accomplishments) will be eligible for nomination to the Festival Secretariat.
The evaluation criteria include:
Cumulative Grade Point Average (GPA)
Publication and presentation of articles in accredited scientific journals
Authorship, translation, or compilation of books
First rank at the university level within the academic discipline and degree program
National Outstanding Student Award
Recognition as a Gifted Student
National Scientific and Research Olympiads
International foreign language proficiency certificates
Entrepreneurship and innovation achievements
Outstanding participants selected at the university level will also be recognized and honored.
