While only 50 days have passed since Dr. Razai Noor took office, such remarkable actions have been taken. He stated the measures accomplished during this short period in the farewell ceremony honoring Dr. Khoshnavisian, the former president of this university, held in the presence of Dr. Simayi Sarraf, the Deputy for Legal Affairs and Parliamentary Affairs of the Ministry of Science, Research, and Technology.

O Allah, introduce me to a dignified entrance and take me out of a dignified exit, and grant me, from Your presence, a powerful authority
O God, the world belongs to Your sovereignty, let us serve You
While offering condolences on the arrival of the days of Muharram and the martyrdom of the Master and Leader of Martyrs and the loyal companions of that noble figure, I would like to express my gratitude for the trust placed in me by the esteemed Minister of Science, Research, and Technology. It is a great honor for me to be able to serve the sacred system of the Islamic Republic in the city of the noble family of the Prophet (PBUH). I also thank the efforts of the previous university presidents and thank the Almighty God, who in the few months that I have had the honor of serving has enabled my colleagues to achieve the following accomplishments through their dedicated and continuous efforts:
1. Expansion of 530 square meters of educational space by constructing a new building for the Faculty of Electrical Engineering and Computer Science with 12 classrooms, establishing Computer Site No. 2, and renovating Computer Site No. 1, resulting in a 32% increase in the university's educational space. Each faculty now operates in distinct areas with its own signage and identification.
2. The Shahid Shahriari Sports Complex, consisting of diverse sports facilities, a gym, and health testing areas over an area of 450 square meters, was established and equipped with changing rooms and sanitation facilities, along with an administrative space.
3. The Shahid Akhundy Conference Hall was renovated and equipped with new furniture and layout.
4. The Shahid Mashkoughi Al-Sadat Library was established, spanning 160 square meters, with two separate study halls for women and men.
5. The central Computer Workshop No. 2, approximately 60 square meters in size, was established and launched.
6. The central Computer Workshop No. 1 was equipped and modernized in improved facilities.
7. The open and dilapidated area at the end of the university was leveled and landscaped.
8. The supplementary project for the parking lot for faculty and staff began.
9. Construction of an artificial turf field has commenced, and relevant discussions and correspondence to secure funding have taken place.
10. The construction of an open sports field commenced simultaneously with the leveling of the land, with initial studies and site planning undertaken.
11. The Shahid Hajji dormitory for boys was renovated and equipped with a health house.
12. The freedom dormitory for male students underwent renovation and equipping and will be ready for use by the beginning of October.
13. Cooperation with the former mayor of District 11 in Tehran, Dr. Masoud Kafayitemand, was solicited for consulting with the university.
14. Benefactors of the university were invited, and the University Benefactors Foundation was established, with its charter drafted and approved.
15. The feasibility study for the land at kilometer 9 of the university commenced, and soon the fencing and landscaping of the specified land will begin.
16. Significant actions were taken to acquire the university complex where we currently reside through the esteemed Presidency of the Republic.
17. The university's website was made multilingual, containing content in Persian, English, and Arabic.
18. Necessary correspondence and negotiations with the Ministry of Science were conducted to obtain the necessary licenses for establishing an international student recruitment section and the presence of foreign students, where making the university portal multilingual was also a part of this effort.
19. The reform of the university's administrative system began, and simultaneously with the increasing workload, incentive payments in the form of excess overtime for managers were eliminated, and the amount saved was allocated for public affairs at the university and for students.
20. Some management roles were merged for the sake of saving public resources, and various responsibilities were assigned to a single manager.
21. Meetings were held to establish a joint doctoral program and to leverage laboratory and workshop capacities with the president of the Mechanical Engineering Faculty of Amir Kabir University, and initial agreements were reached.
22. A new Student and Cultural Deputy for the university was appointed and introduced.
23. The university's Office of Supervision and Evaluation was established with a special mission to control and ensure the quality of the university's educational, research, and administrative services, transforming it through the appointment of a manager and allocation of appropriate personnel.
24. Friendly meetings with staff and professors were held for acquaintance, direct identification of problems, and receiving suggestions for improving processes and procedures.
25. Friendly meetings with student organizations were held to become acquainted with these individuals, identify problems directly, and gather suggestions for process and procedure improvements.
26. A three-day professional development course for faculty members was held in Tafresh with Professor Golshani, in collaboration with the representative office of the Supreme Leader at the university, in which the families of the professors participated as well, establishing a close connection among the professors' families for greater solidarity and collaboration.
27. To expedite the fulfillment of organizational missions, decentralization and elimination of unnecessary bureaucracy were prioritized, with a financial agent designated for the university's staff deputy, and funds allocated to expedite affairs.
28. The process of attracting and converting the status of faculty members was accelerated and facilitated.
29. New members for the executive board for attracting professors and the executive board for staff were appointed and introduced.
30. Important meetings were held with the Minister's advisor and the esteemed head of the Student Welfare Fund at the Ministry of Science, Research, and Technology, resulting in the necessary agreements to receive funds for developing the dining hall, the turf field, and the open sports field, Shahid Shahriari Sports Complex, as well as providing assistance to impoverished students, etc.
31. Necessary actions and correspondence were taken to obtain university publishing licenses.
32. Necessary actions to establish scientific journals and the corresponding correspondence were undertaken.
33. Meetings with esteemed representatives of the province were held to obtain support and utilize the capacities of the provincial representatives' assembly.
34. The research grant regulations for esteemed faculty members and the encouragement system for research contributions were revised.
35. The overdue payments for innovative projects at the Innovation Center were settled.
36. The university's outstanding financial obligations in the areas of nutrition, administration, housing, and more were resolved.
37. Initial measures to pay overdue teaching fees from 2014 and the first half of 2017 were taken.
38. During the government week, employees were honored with a ceremony and given gifts in recognition of all employees' hard work.
39. In coordination with the Office of the Supreme Leader in the university, the entrance door for sisters was not in satisfactory condition, which was reviewed and moved to the main university entrance.
40. Scattered construction and environmental issues within the university were identified, monitored, and corrected through field visits.
With the help and grace of God and relying on the abilities of esteemed professors and colleagues, we will pursue the following plans in the future:
1. By 2021, the number of students should reach 3,000 and the number of faculty members to 100.
2. We aim to improve the university's ranking by approximately 40 positions, reaching around the 40th rank, and we hope this will be realized in the next three years.
3. Joint doctoral programs with Amir Kabir University and other prominent universities should be initiated in various engineering fields.
4. The university's Innovation Center will be developed and transformed into an industry clinic for the province and the country.
5. In the next 5 years, the new university building should be established on the land at kilometer 9, and classes and faculties will be relocated there.
Certainly, for future development, we need to define national construction projects and allocate national construction budgets, which we hope the esteemed and benevolent representatives of the holy city of Qom in the Islamic Consultative Assembly will support in this significant matter. I would like to express my gratitude to all my colleagues who have been tirelessly working day and night during this time, without any summer holidays.
In conclusion, I hope that with your blessed prayers, the cooperation of colleagues, support from the minister and esteemed deputies of the Ministry of Science, Research, and Technology, the esteemed representatives of the province in the Islamic Consultative Assembly, provincial officials, and each benefactor who can assist us in fulfilling this significant responsibility, we take positive steps toward the growth and development of the university, the province of Qom, and the country.
