Conditions for Domestic Scholarship Admission

1. Domestic PhD Scholarship:
Universities and research centers in the country recruit scholarships from among PhD students studying domestically to meet their academic staff needs, with the approval of the Higher Education Evaluation and Supervision Office, which is responsible for assessing the universities' requirements for academic staff in various fields.
After selection and the preparation of preliminary documentation at the university, the student is referred to the General Administration of Scholarships, which subsequently issues the scholarship notice after completing the administrative procedures.

Conditions for utilizing the domestic PhD scholarship:
1- Maximum age of applicants is 35 years (at the time of the examination)
2- Bachelor’s GPA must be at least 14 and Master’s GPA must be at least 16
Note - If the Bachelor’s and Professional Doctorate programs are continuous, a minimum GPA of 15 is required.
Required documents:
1- A letter of introduction from the university where the applicant is employed stating the need for the applicant’s field (with the date approved by the university scholarship council) according to form No. 2
2- Original certificate of enrollment for the current semester, indicating the exact date of commencement, the date of the examination, the type of acceptance quota, and verified by the university’s Educational or Graduate Studies Office
3- Copy of Bachelor’s and Master’s degrees
4- Copy of birth certificate and one recent photograph
5- Original commitment document and the latest employment decrees of permanent Public Service guarantors active this year (original or certified copy) according to form No. 3

Points that universities must consider when introducing candidates for scholarships:
1- Student introductions are only valid if made by the university’s Educational office (according to form No. 2)
2- Universities should only introduce scholarship applicants from among those accepted under the general quota
Note - Acceptances based on scholarships from before 1386 can only apply for scholarships if they meet the conditions and present a request from newly established or developing universities.
3- The university can only introduce candidates for a scholarship if it coordinates with the Higher Education Evaluation and Supervision Office and is subject to quota allocation in the relevant field.
4- The university must carefully review the conditions and documents of applicants and act upon confirming conditions and completion of documents.
Note - Incomplete documents will not be processed and will be returned to the university.

Benefits and facilities of utilizing the domestic PhD scholarship:
1- Monthly educational allowance equivalent to the salary of an instructor at the base level in the year 84 at the university of employment
2- Annual book allowance of 750,000 rials
3- Payment of 2 million rials for printing and reproducing the thesis after passing the comprehensive exam once during the program, upon providing documentation from the Educational or Graduate Studies Office of the university
4- Opportunity for short-term research abroad after the comprehensive exam and before the dissertation, provided that more than three and a half years have elapsed since the start of studies.
5- Payment of expenses for participation in international conferences (conditional on submitting a paper) once during the studies

2. Enhancing the Academic Level of Instructors:
One of the most important programs of the General Administration of Scholarships and Student Affairs Abroad is to elevate the academic level of instructors and reform the academic staff structure of universities by creating opportunities for them to continue their education. According to existing regulations, if instructors meet the criteria, they may continue their studies in the doctoral program without the need to take the entrance exam, provided they obtain admission to the universities offering the doctoral program.

Conditions and documents required for reviewing instructor applications (without examination):
Based on Article 3 of the Executive Regulations for Student Admissions for Domestic Doctorate Programs dated 1/12/77
The implementing university must allocate 30% of the admission capacity in each field for official (probationary and permanent) instructors of universities affiliated with the ministry. Therefore, if a faculty member is introduced by the university where the applicant works and the following documents are submitted, steps will be taken to introduce them to a university offering the requested doctorate program.

Required documents:
1- Introduction letter from the university where the instructor works
Note - If the applicant’s place of employment is other organizations or ministries, the introduction letter must accompany the cost payment agreement.
2- Completion of the specific form for university instructors and higher education institutions (attached form)
3- The points earned from the promotion table (at least 60 points from the promotion table is mandatory) must be approved by the evaluation board (original table)
4- Copies of employment decrees from the last three years
5- Copies of the latest academic qualifications
6- Copies of identification pages and one recent photograph
Note - According to the resolution dated 11/2/1386, the maximum accepted age for instructor applicants is 40 years.
Documents required for issuing the scholarship decree for study missions (after admission is presented):
1- Original enrollment certificate from the Educational Office of the university, specifying the exact start date of the program
2- Submission of a notarized commitment document
3- Copy of the study mission decree
The benefits of domestic scholarships for these students upon issuing the decree include:
1- Payment for the thesis during the studies amounting to 2,000,000 rials after passing the comprehensive exam
2- Payment of annual book costs of 750,000 rials
3- Payment for conference participation expenses upon presenting a paper once during the studies
4- Opportunity for short-term research abroad following the comprehensive exam and according to the respective circulars
Note - The issued decree will state that the student’s tuition fees are subject to action
(For faculty members whose study and employment locations are the same, no tuition fees will be paid)
Documents required for issuing the study mission decree for instructors (with examination):
A- Achieving 100% passing score (general quota)
Documents required for issuing the decree for the compelled educational scholarship
1- Original enrollment certificate stating the exact start date of the program and type of acceptance
2- Copy of the study mission decree issued by the university of employment
3- Submission of a notarized commitment document
B- Achieving 80% passing score
1- Original enrollment certificate from the Educational Office of the university with the type of admission indicated (accepted in the exam and achieving 80% of the score of the last admitted candidate)
2- Copy of the study mission decree issued by the university of employment
3- Submission of a notarized commitment document
Note - If documents are incomplete at any stage, the issuance of the scholarship decree will not be possible.
Attention -
1- The benefits of the received scholarship include those specified in the scholarship decree for study missions for instructors without examination. However, tuition fees are not applicable to instructors accepted under the general quota.
2- Non-governmental non-profit educational institutions licensed by the Ministry can introduce qualified faculty members (according to the regulations for continuing education of university instructors) to the Ministry of Science for utilizing the domestic PhD scholarship by paying at least 50% of the costs by that institution.
Continuing education for instructors from the degree of faculty member to PhD:
Official academic staff who have graduated at the faculty member level and meet the criteria can apply for a PhD scholarship if they submit the required documents. For such instructors, only two years of tuition (ten million tomans) will be paid upon file formation.

1- Introduction letter from the implementing university indicating successful completion of the comprehensive exam and entry into the doctoral research phase
2- Approval from the university of employment
3- Copy of the latest employment decree
4- Submission of a notarized commitment document

3. Utilizing Short-term Research Opportunities
Given the importance of academic collaboration between domestic universities and reputable foreign institutions and the support and enhancement of domestic doctoral programs, short-term research courses have been established.
Since traditional dispatching does not meet the country's needs and due to currency constraints, as well as focusing on strengthening doctoral courses by concentrating on research projects, short-term programs were deemed necessary.
Thus, the scientific and managerial review of these courses, the optimization of administrative processes, and the elimination of superfluous aspects have been carried out, and within the framework of the Ministry of Science’s de-centralization policy, with the delegation of executive affairs to universities, the relevant regulations were revised and sent to universities as a comprehensive guide and then as a general directive. In this context, students' universities can act to introduce qualified individuals in accordance with regulations.

Conditions for utilizing the aforementioned course:
4- The student must have passed the comprehensive exam
2- More than three and a half years must have passed since the start of the course
3- Acceptance must have been issued from the agreed countries.

After completing the information in the attached form by the student's university and its approval by the General Administration, appropriate measures for introducing the student to obtain a visa will be taken.
