How to Register for a 2-Semester Guest Studentship, Extension of Guest Studentship, Permanent Guest Studentship, or Transfer from Other Public Higher Education Institutions in Other Cities?

Students with special conditions, in accordance with the regulations, and after being informed of the conditions of both the origin and destination universities, must be fully aware of their academic status and registration requirements in the Sajad System of the Student Affairs Organization at https://portal.saorg.ir. Within the announced period (April 4 to May 21), they must submit their request specifying the type (2-semester guest, extension of guest, permanent guest, or transfer) for the academic year 2025–2026. They must also be fully informed of the conditions and regulations of the destination university, the field and level of study, and the status of the requested program at the destination university, then select the destination university or institution, scan the required documents, and attach them to the application. The selected university must be located in the city of the applicant’s family residence, or if no university exists in that city, in the nearest possible city to avoid unnecessary travel.


What Are the Steps and Procedures for a Student to Return to Studies After 2 or 3 Probation Semesters or After Exceeding the Permitted Duration of Study?

Students requesting to return to studies (due to dismissal, non-attendance, etc.) or to extend their study duration for the 11th, 12th, or subsequent semesters must first complete and submit the relevant form through the Sajad System Portal at https://portal.saorg.ir (Request Forms / Request to Return to Studies). Then, the relevant faculty expert reviews the student’s request and, if the conditions are met, approves it and refers it to the next stage and the commission.

The Sajad System Commission then announces its decision regarding approval or rejection of the student’s request via a message on the student’s portal.

Important Note: In the final stage, if the commission approves the student’s request to return to studies or extend the study duration, the student must complete and submit the Continuing Education Permit Form from within their student portal under the “Request Forms” section. After the necessary reviews and final approval, the form will be returned to the student’s portal.

It should be noted that students who meet the above conditions must obtain and complete the Late Course Registration Form from the faculty education expert. If the Special Cases Commission approves the continuation of studies, they must present the relevant form to the faculty education office for course registration. The responsibility for failing to submit the mentioned forms lies with the student.


How to Request Permission to Change a Prerequisite Course to a Corequisite Course?

In each semester, a student is allowed to submit only one request to change a prerequisite to a corequisite. They must register their request by referring to their student portal and the “Request Forms / Miscellaneous Request Form” section. According to the educational regulations, if a student has failed the prerequisite course in previous semesters and is taking it in the current semester, they can change the prerequisite status of that course to a corequisite so that they can take the courses dependent on it in the current semester.


New Student Registration:

What should newly admitted students who have passed the national university entrance exam (Konkour) do to register at the university?

In the first step, after the announcement of acceptance in the national exam, they should visit the website of the university they have been admitted to, check the registration dates, and follow the university’s registration procedures. First, they must complete the online registration on the university’s website and upload the required documents. At the start of the academic year, they must submit the documents that need to be delivered in person to the university’s Education Archive Department.


Military Service:

What should newly admitted students do to obtain a study deferment (educational exemption)?

First, they must enter the Sakha website (General Military Service Organization), register on the site, and submit a request for a study deferment. After paying the registration fee specified on Sakha, they should refer to the military service expert at the university to proceed with the approval of the study deferment.

What should students whose permitted study deferment period has ended do to extend their study duration?

First, they must submit a request for an extension in the Sajad System (Ministry of Science) under the “Special Cases Commission” section. The request will be discussed in the council, and if the conditions for deferment are met, it will be approved. After approval by the Sajad System, the student must visit the Sakha website (General Military Service) and register an extension request in the “Special Cases Commission” section. After paying the fee specified on Sakha, they should refer to the university’s military service expert. Once the expert confirms the approval of the Special Cases Commission in the Sajad System, the student’s extension request will be approved. In the final step, the student must complete the “Continuing Education Request” option for “Extension of Study Duration” through the student portal to finalize the process.


Transfers:

What steps must a student take to request a guest studentship or transfer to another university?

To request a guest studentship at another university, the student must first be informed of the guest studentship conditions on the Sajad System (Ministry of Science website). If eligible, they enter the Sajad System, register, and submit a request. The request is then reviewed by the educational councils of both universities (origin and destination). If the origin university approves, the request is forwarded to the destination university for review. Upon approval by the destination university, the student is required to obtain a course registration request from the origin university and submit it, either in writing or through the government network, to the destination university. Students who have been guest students for 4 semesters can apply for permanent guest status or transfer in May of each year. This request is reviewed by the educational councils of both universities. After approval by the origin university, it is sent to the destination university. Finally, upon approval by the destination university, the student will continue their studies as a permanent guest or transferred student at the destination university.


Graduates:

How to Apply for a Temporary Diploma (Graduation Certificate)?

Issuance of a temporary bachelor’s degree certificate and lower-level documents to male and female graduates is possible under the following conditions:

  1. Completion of graduation procedures and settlement of accounts with the university.

  2. Clarification of military service status as follows (for male graduates only):

    • Holders of a completion of service card, permanent exemption card, or temporary exemption card within its validity period.

    • Holders of a certificate issued by military or law enforcement forces confirming employment in the said forces.

    • Holders of a conscription dispatch letter for compulsory service without absence, within its validity period.

    • Holders of a certificate issued by the General Military Service Organization or its provincial deputies.

    • Holders of an official certificate confirming completion of compulsory service from the service unit.

How to Apply for an Official Diploma and Official Transcript?

Sending the bachelor’s degree diploma and lower-level documents to male and female graduates is possible under the following conditions:

  1. Completion of graduation procedures and settlement of accounts with the university.

  2. Final settlement of accounts with the Student Welfare Fund by paying any debts to the said fund.

  3. Clarification of military service status as follows (for male graduates only):

    • Holders of a completion of service card, permanent exemption card, or temporary exemption card within its validity period.

    • Holders of a certificate issued by military or law enforcement forces confirming employment in the said forces.

    • Holders of a conscription dispatch letter for compulsory service without absence, within its validity period.

    • Holders of a certificate issued by the General Military Service Organization or its provincial deputies.

    • Holders of an official certificate confirming completion of compulsory service from the service unit.

  4. Cancellation of scholarship commitment for students sponsored by the Ministry of Science or other executive agencies.

  5. Cancellation of the free education service commitment for daytime program students.
