Based on the approvals of sessions 608 and 623 dated July 10, 2007, and April 29, 2008, of the Supreme Council of the Cultural Revolution, and the twenty-fourth session dated November 24, 2008, of the High Board for Faculty Recruitment, universities and higher education institutions established an Executive Board for Recruitment in each institution. This was done to select the most qualified faculty members from among the applicants, to facilitate changes in employment status, and to create uniformity in faculty employment procedures.

**Duties of the Executive Board for Recruitment**

According to the approvals of sessions 608 and 623 (dated July 10, 2007, and April 29, 2008) of the Supreme Council of the Cultural Revolution, and the twenty-fourth session (dated November 24, 2008) of the High Board for Faculty Recruitment of Universities and Higher Education Institutions, the duties of the Executive Board for Recruitment are as follows:
1.  Identifying and determining the faculty recruitment needs within educational departments.
2.  Conducting public calls for applications for faculty positions at the institution.
3.  Making decisions regarding the methods and conditions of faculty employment, including contractual, probationary, tentative-tenure, permanent-tenure, faculty under the military service plan, secondments, and transfers, all within the framework of relevant regulations and bylaws.
4.  Delivering opinions on the recruitment of applicants seeking employment at the institution and scholarship recipients, evaluating their scientific ability and general qualifications.

**Probationary Recruitment**
- The call for applications for faculty recruitment is held annually and centrally through the website of the Ministry of Science's Recruitment Center.
- The timeline for the recruitment stages is as follows:
    - Initial review of applicants by the Screening Workgroup.
    - Invitation of qualified applicants for scientific and general interviews.
    - Sending the results of the applicants' general and scientific qualification reviews to the University's Executive Board for Recruitment.
    - Decision-making by the Executive Board for Recruitment.
    - Sending the files of selected applicants to the Central Board for Recruitment of the Ministry of Science, Research, and Technology.

**Composition of the Scientific Competence Assessment Workgroup**
The composition of the Scientific Competence Assessment Workgroup is as follows:
- Dean of the Faculty
- Head of the Educational Department
- At least two faculty members with the rank of Associate Professor in the applicant's field and specialization
- Representative of the Executive Board for Recruitment at the faculty, or a member of the Executive Board for Recruitment

**Change of Status to Tentative-Tenure**
- Submitting printed copies of the relevant status change tables along with supporting documents on a CD to the Recruitment Secretariat.
- Initial review of the file and commencement of the process if no deficiencies are found.
- Applicant registration in the Mehr-e Razavi System (Guide to the status change request steps in the Mehr-e Razavi System).
- Review of the file by the Cultural Commission and the Scientific Competence Workgroup.
- General qualification interview.
- Presentation of the file to the University's Executive Board for Recruitment.
- Sending to the Faculty Recruitment Center.
- Issuance of confirmation.

**Change of Status to Permanent-Tenure**
- Submitting printed copies of the relevant status change tables along with supporting documents on a CD to the Recruitment Secretariat.
- Initial review of the file and commencement of the process if no deficiencies are found.
- Applicant registration in the Mehr-e Razavi System.
- Review of the file by the Cultural Commission.
- Review of the file by the Select Committee.
- Review of the file by the Specialized Commission of the Board of Trustees.
- General qualification interview.
- Presentation of the file to the University's Executive Board for Recruitment.
- Sending to the Faculty Recruitment Center.
- Issuance of confirmation.

**Composition of the Select Committee**
The composition of the Select Committee is as follows:
- Dean of the Faculty (Head of the Select Committee)
- Secretary of the Select Committee
- Three expert members with at least the rank of Associate Professor in the applicant's field and specialization

**Handling Complaints**
- The Executive Board for Recruitment is the first authority to review the qualifications of candidates for recruitment, status change, etc.
- The deadline for appealing the decisions of the Executive Board and the Central Recruitment Board is 20 days from the date of notification.
- Applicants who are not deemed scientifically and generally qualified by the Executive Board's review for a status change or as the most suitable candidate for recruitment can appeal the decision in writing or electronically within the stipulated time frame and request a reconsideration.
