Article 1: Regulations for Entering and Leaving the Dormitories
1. A student is permitted to reside in the dormitory if they have submitted their tuition payment confirmation and housing deposit to the dormitory administration and have obtained a dormitory residency card with a valid date and academic semester.
2. Residents of the dormitories are required to present a valid dormitory card with a renewal sticker upon entering the dormitory to the relevant officials. It is understood that students without a valid sticker card will be prohibited from entering.
3. The permitted hours for entering and leaving the dormitory are determined and announced by the dormitory administration based on the seasons and type of dormitory. It is clear that entry to the dormitory after the established hours at night is prohibited.
4. In the event of all students leaving a dormitory unit, the keys for both the unit and the room must be returned to the dormitory supervisor, and students must refrain from handing them over to others.
5. Overnight stays for students (female students) outside the dormitory are only permissible for a specified duration, subject to the following conditions:
a) The student may stay overnight a few times only at the homes of relatives residing in the city of Qom, whose address details and relationship with the student have been previously recorded in the corresponding guardianship form and have been approved by their legal guardians.
b) Students who intend to spend the night at relatives' homes in Qom (as listed in the form) are required to obtain an exit permit from the dormitory after coordinating with their parents and submit it to the relevant official.
6. Meetings with non-guardians in front of the dormitory entrance are prohibited.
7. Visiting hours are limited to the approved traffic hours (from 7 a.m. to 8 p.m.) within the dormitory.
8. Any guest entering the dormitory must submit their original identification card or valid ID to the dormitory supervisor.
Note: Entry of guests with inappropriate attire and appearance into the dormitory is prohibited.
9. Students must secure permission for a guest at least one day prior and during office hours by presenting valid identification documents verifying the guest's identity to the dormitory official. In any case, overnight stays for guests in the dormitory are not allowed. In exceptional cases, a guest must pay the amount determined by student affairs for overnight accommodation in the dormitory.
Article 2: Regulations for Accommodation in Self-Managed Dormitories
Students residing in rented residential buildings (self-managed dormitories) must comply with residential area laws as well as the dormitory disciplinary regulations.
1. Students do not have the right to change or transfer their residence or dormitory property to others.
Note: The representative of each unit must supervise cleanliness, order, and attendance of the students.
2. Bringing any electrical appliances (electric kettle, electric heater, etc.), sharp objects (razors, cutters, etc.), or items such as carpets, refrigerators, etc. into the dormitory is prohibited.
3. The entry of personal items such as computers, laptops, etc. must be coordinated with the dormitory supervisor, and the student must obtain a personal items entry form. It is understood that the exit of any items without carrying the entry form stamped and signed by the dormitory supervisor will be prevented.
4. Any action that infringes upon or threatens the rights and freedoms of others is prohibited, and some of these cases are outlined in the following note.
Note: a) Interfering in technical service issues such as water, electricity, telephone, heating and cooling systems, room locks, as well as dormitory internet, etc., is strictly prohibited. In case of any damage to any of the aforementioned properties, the offending individual will be reported to the relevant authorities, and the damages will be claimed from them. Students are required to report any problems to the dormitory supervisor in writing or verbally.
b) Residents must turn off and disconnect electrical and gas appliances when leaving the room; failure to comply and any resulting incident will hold the student accountable for all damages.
c) If the door lock of the unit or rooms breaks, replacing the lock cylinder without coordination with the dormitory supervisor is prohibited.
5. The cleanliness of the room and personal belongings is the responsibility of the student, and dormitory officials should report any non-compliance with cleanliness during visits. Furthermore, maintaining cleanliness and hygiene throughout the dormitory, especially in kitchens, restrooms, showers, etc., is essential; in case of violations, appropriate legal actions will be taken against the offending student.
6. Do not attach any photographs, posters, class schedules, etc. to the walls.
7. Students of each room are required to maintain complete silence in the dormitory from midnight (12 a.m.) until 6 a.m. (lights out time).
8. Students must inform the dormitory supervisor if they have a specific illness, and if they take any special medications, they should inform their roommates.
9. Given the limited dormitory spaces, a student's residency permit can be revoked if it is determined that their continued residence is unsuitable at any given time, with the assessment of unsuitability being the responsibility of the relevant university authorities.
10. The dormitory management can verbally or in writing warn a student about violations of dormitory regulations, and in the case of misconduct, refer the offending student to the appropriate authorities.
Residents of the dormitory must refrain from throwing waste and such materials into the kitchen, bathroom, and toilet to prevent clogging of these facilities; otherwise, any damages to public property will be the responsibility of all residents using these services.
In addition to the above, if there is improper use of cabinets, beds, refrigerators, stoves, air conditioners, heaters, carpets, lighting systems, doors, and windows, which causes malfunctions and damage to the equipment, the damages will be claimed from the offending student(s), and the replacement of these items will be the responsibility of the student. Otherwise, access to the dormitory will be revoked.
11. Washing heads in the kitchen and sinks is prohibited.
12. The cost of supplying all consumable items for resident students is the responsibility of the student.
Article 3: Ethical and Cultural Regulations
1. Students are required to maintain respect and administrative regulations in their interactions with dormitory officials and staff, and in case of inappropriate behavior or causing disorder and unrest in the dormitory environment, the student will face consequences in accordance with the regulations.
2. Keeping and using illegal tools such as gambling equipment (cards, etc.), unauthorized tapes and CDs, and musical instruments, along with smoking and related devices is completely prohibited. Upon detection of the aforementioned cases, the offending student will be referred to the disciplinary committee.
*In case of any use or distribution of alcoholic beverages, drugs, psychoactive substances, etc., in addition to being referred to the university disciplinary committee, the offending individual will be reported to law enforcement authorities for legal actions.
3. Any physical or verbal altercation, whether with students or university officials and staff, is prohibited in the university and dormitory environment.
4. The dormitory supervisor and university bear no responsibility regarding the personal belongings inside a student's room (the student is responsible for their personal items).
Note: In case of theft, the student must report the incident to the shift supervisor of the dormitory.
5. Respecting the rights of residents of nearby or adjacent residential areas surrounding student dormitories is mandatory.
6. Unauthorized use of computers and other communication devices in dormitory environments is prohibited, and if this is established, the offending student will face severe consequences.
The university and dormitory internet is solely for use in research and scientific inquiries related to university courses. To maintain the rights of other students and optimize internet usage, refrain from any unnecessary use and bandwidth wastage in activities such as downloading movies, etc.
7. All celebrations organized by students in the dormitory without authorization and coordination are prohibited.
8. Married female students are required to submit a photocopy of the first and second pages of their and their spouse’s identification to the supervision office; otherwise, their marital status will not be confirmed by dormitory authorities.
9. To ensure the security of student decorum, the responsibility for taking any photographs and videos of the dormitory environment and any misuse of these materials falls on the student.
10. Students must avoid creating any noise or disturbances that disrupt the peace of dormitory residents, such as "making noise, fighting, and raising the volume of radios and televisions too much," outside of their personal privacy, and if repeated, the officials will make a decision regarding the expulsion of the offending student.
Article 4:
All dormitory residents are obliged to adhere to the provisions of this regulation, and in case of any violation of its provisions, a written warning will be recorded in the offending student’s file. In the case of repetition and registration of a second warning, the offending student will be expelled from the dormitory and will be deprived of accommodation in the dormitory during their study period.
