Unauthorized disclosure of documents has many underlying causes, with negligence and lack of awareness of protective principles (a set of precautionary measures intended to prevent unauthorized access to classified information and documents) being among the most significant. There are also severe penalties in law for the publication and disclosure of classified documents.

Given the increasing growth of data production and recording by devices in computers and computer networks, as well as device exchanges of correspondence and data, safeguarding digital information assets in the field of information technology and minimizing any internal and external threats and vulnerabilities is crucial. This requires a range of initiatives and security measures, both hardware and software, to confront and neutralize threats.

Passive defense includes any unarmed action that enhances deterrence and reduces vulnerability of human resources, buildings, infrastructures, equipment, documents, etc., ensures the continuity of essential activities, enhances resilience, and facilitates crisis management against disasters caused by natural factors (droughts, floods, earthquakes, landslides, storms, etc.) and human factors (war, internal uprisings, sanctions, etc.).
