Executive guidelines for providing service support to technology units affiliated with the Incubators and the Science and Technology Park of Qom Province

Introduction

Science and Technology Parks, in line with their organizational mission and for the purpose of technology development and commercialization, support member innovation cores and technology units through financial and non-financial means. This support includes research-technology credits, support services, and technical and specialized services. To target the research-technology credits of the Qom Science and Technology Park, this regulation has been formulated in accordance with the provisions of the resolution of the fourteenth meeting of the first term of the Board of Trustees of the Third Technology Region dated 1393/4/16 (Solar Hijri) and its supplementary note in the resolution of the nineteenth meeting of the seventh session of the first term of the Board of Trustees of the Third Technology Region dated 1395/5/2 (Solar Hijri), while observing the budget ceiling and credits of the Qom Science and Technology Park in the annual budget law, as detailed in the following articles.

Article 1 - Definitions

1-1- Park: Qom Science and Technology Park.

2-1- Deputy: The Administrative, Financial, and Support Deputy of the Park.

3-1- Center: Any of the Entrepreneurship and Innovation Centers and affiliated or joint Growth Centers of the Park.

4-1- Management: The Management of Institute Affairs and Marketing of the Park.

5-1- Working Group: The Working Group for Payment of Research-Technology Credits.

6-1- Technology Unit: A natural/legal person who is a member of the Park and has a placement contract.

7-1- Research-Technology Credit: A credit payable for the development of technology and commercialization of technology unit products within the framework of the Working Group’s resolutions.

8-1- Financial Agent: The official financial institution contracted with the Park.

Article 2 - Members of the Research-Technology Credit Working Group

1-2- President of the Park (Chairperson of the Working Group).

2-2- Head of Planning, Budget, and Administrative Transformation (Secretary of the Working Group).

3-2- Deputy of Technology and Innovation of the Park.

4-2- Administrative and Financial Manager of the Park.

5-2- Managers of the Park’s affiliated Centers.

6-2- Manager of Institute Affairs and Marketing of the Park.

Note 1: In cases where votes for and against a subject are equal among attendees in a meeting, the vote of the Chairperson of the Working Group shall be decisive.

Note 2: Managers of Entrepreneurship and Innovation Centers and joint Growth Centers will only be invited to meetings for reviewing proposals of the joint Growth Center.

Article 3 - Duties and Authorities of the Working Group

1-3- Determining the regulations for payment of research-technology credits to technology units.

2-3- Determining the amount and ceiling of annual research-technology credits payable to technology units.

3-3- Reviewing and approving proposals submitted to the Working Group, including reviewing documents and records, approving the monetary ceiling of payable credits, determining the commission rate for credits, determining the method of phasing credit payments, determining the number of installments and method of credit repayment, and determining collaterals and guarantees.

4-3- Deciding on introducing technology units to utilize the Park’s credit lines with financial and credit organizations and institutions.

Article 4 - Duties of the Secretary of the Working Group

1-4- Receiving documents of the technology unit from the Center/Management and reviewing them.

2-4- Feasibility assessment for payment of research-technology credit based on budgetary requirements and allocated budgets.

3-4- Planning, convening, and preparing minutes of the Working Group meetings.

4-4- Corresponding with technology units/Park units and communicating resolutions.

5-4- Preparing detailed and overall performance reports of the Working Group and submitting them to relevant authorities.

6-4- Identifying and submitting proposals for amending the Working Group’s regulation to the Park’s Board of Directors.

Article 5 - Conditions for Credit Request

1-5- Having a valid placement contract.

2-5- Having a valid technology license.

Note: In exceptional cases, having a prototype of the technology product approved by the relevant manager will replace the technology license.

3-5- Compliance with general and specific placement regulations.

4-5- The credit request must be for a project or product within the specialized field stated in the technology unit’s activity license.

5-5- Approval from the Center/Management.

Article 6 - Types, Amount, and Expenditure of Research-Technology Credit

1-6- The amount of research-technology credit is determined annually by the Working Group within the framework of the Park’s budget and resolutions of competent authorities.

2-6- A table containing the types and conditions of credit (credit amount and commission rate for each type of credit at the beginning of each year (after the exchange of the Park’s budget agreement or by the end of Ordibehesht each year based on allocation forecast), grace period, payment and repayment method, collaterals and guarantees, payment conditions, and other necessary items) is approved by the Park’s Board of Directors and communicated to the Credit Working Group.

3-6- The thematic scope of expenditure for research-technology credits payable to the technology unit is as follows:

1-3-6- Conducting applied research for the development and commercialization of the technology product.

2-3-6- Covering part of the costs for obtaining permits, standards, and product approvals (laboratory and workshop costs leading to permit, approval, and standard).

3-3-6- Purchasing raw materials (domestic or foreign) for manufacturing the laboratory prototype of the technology product.

4-3-6- Purchasing equipment for producing the technology product.

Article 7 - Required Documents for Request

1-7- Formal request letter from the technology unit.

2-7- Technical plan for product development and business plan for product commercialization approved by the Management/Center.

3-7- Phasing table for the requested research-technology credit amount approved by the Management/Center.

4-7- Supporting financial documents including proforma invoices, product sales contracts, invoices or contracts for purchasing raw materials and equipment, etc.

Article 8 - Executive Process from Request to Payment of Research-Technology Credit

1-8- The CEO of the technology unit submits their formal request to use the credit to the Center/Management.

2-8- The Management/Center sends a letter along with documents and records (as per Article 5) to the Secretary of the Working Group.

3-8- The Secretary of the Working Group reviews the documents and records. If the documents are incomplete, the review result is communicated to the Management/Center for the technology unit to address the deficiencies.

4-8- The Secretary of the Working Group determines completed cases as agenda items.

5-8- The Secretary of the Working Group, in coordination with the Chairperson of the Working Group, sends invitations to the Working Group members.

6-8- The Working Group meeting is held on the specified date based on the following framework, and resolutions are communicated for execution:

1-6-8- Reading of the agenda by the Secretary of the Working Group.

2-6-8- Presentation of the credit request report in PowerPoint format and explanation of phasing by the CEO of the technology unit.

3-6-8- Decision-making regarding granting credit (allocated credit amount to the technology unit, phasing of credit payment, credit commission rate, number and amount of repayment installments, collaterals and guarantees, and other items and considerations) is done by the Working Group without the presence of the technology unit’s CEO.

4-6-8- Minutes are prepared by the Secretary and resolutions are communicated by the Chairperson of the Working Group.

7-8- Final control of documents and records and preparation of draft payment order letters and introduction to the financial agent by the Secretary of the Working Group.

8-8- Signing of payment order letters and introduction to the financial agent by the Chairperson of the Working Group.

9-8- Payment of the relevant amount to the financial agent by the Administrative and Financial Manager.

10-8- File formation and payment of the first phase credit to the technology unit by the financial agent.

11-8- Submission of the execution report of the previous phase to the Management/Center by the technology unit.

12-8- Review and announcement of phase approval and agreement for payment of the next phase credit to the Secretary of the Working Group by the Management/Center (Supervisor).

13-8- Repetition of steps 6 to 11 of this article if necessary.

Note 3: Emergency credit does not have a phasing table and steps 11 and 12 of this article.

Note 4: In case of the CEO’s absence from the Working Group, an official representative must be introduced to the Park in writing.

This regulation, consisting of 8 articles and 4 notes, was approved by the Scientific and Technological Council of the Park on 1402/10/30 (Solar Hijri).
