Executive guidelines for providing service support to technology units affiliated with the Incubators and the Science and Technology Park of Qom Province

Preamble

Science and Technology Parks, in line with their organizational mission and for the purpose of technology development and commercialization, provide support to their member technology cores and units through financial and non-financial means. These supports include research and technology credits, support services, and dedicated services. With the aim of making the provision of service supports more targeted, this directive has been drafted in compliance with the provisions of the 14th Resolution of the Second Meeting of the First Term of the Board of Trustees of the Third Technology Region, dated July 6, 2014, and its appended note in the 19th Resolution of the Seventh Meeting of the First Term of the Board of Trustees of the Third Technology Region, dated July 23, 2016, and while observing the budget and credit ceiling of the Qom Province Science and Technology Park in the annual budget law for each fiscal year, according to the following provisions.

Article 1 - Definitions

  • 1-1. Park: Refers to the Qom Province Science and Technology Park.
  • 1-2. Affiliated Centers: Refers to Entrepreneurship and Innovation Centers, Growth Centers (Incubators), and other joint centers.
  • 1-3. Innovative Core (Navare-e Novāvar): An accepted member of the Park’s Entrepreneurship and Innovation Center, which is at Technology Readiness Level (TRL) 1.
  • 1-4. Technology Core (Navare-e Tecknologhār): Refers to a natural or legal person who is a member of the pre-incubation phase and holds an establishment contract.
  • 1-5. Technology Unit (Vāhed-e Tecknologhār): Refers to a legal person who is a member of the Growth Centers / Park Institution Affairs Management, and holds an establishment or membership contract.
  • 1-6. Knowledge-Based Technology Unit / Creative Industries Unit: Refers to a technology unit that holds a license from the Vice Presidency for Science and Technology of the President.
  • 1-7. Associated Technology Unit (Vāhed-e Tecknologhār-e Hambasteh): Refers to member companies that are not physically established (non-resident).
  • 1-8. Services: Refers to services provided to an Innovative Core / Technology Core or Technology Unit for their benefit, in two forms:
  • Dedicated Services (including Technology Development Services / Commercialization Development Services).
  • Support Services (including meeting halls, training, etc., equipment (computers, etc.)).
  • 1-9. Financial Agent (Āmel-e Māli): Refers to any of the official financial and credit institutions of the country that are under contract with the Park.

Article 2 - Ceiling for Dedicated Services Payable to Technology Cores and Units of Affiliated Centers

  • 2-1. The provision of all defined supports to a Technology Core/Technology Unit is contingent upon securing the required budget and credit, and is within the framework of the Financial Agent’s regulations.
  • 2-2. The credit ceiling for Technology Development - Commercialization Services for each Technology Unit in the growth phase is up to 75% of the Small Government Transaction Ceiling during the one-year implementation period of this Executive Directive.
  • 2-3. The ceiling for non-refundable financial supports (grants) for each Technology Unit in the growth phase is up to 30% of the Small Government Transaction Ceiling during the one-year implementation period of this Executive Directive.
  • 2-4. The ceiling for non-refundable financial supports (grants) for a Technology Core in the pre-incubation phase and an Innovative Core in the Entrepreneurship and Innovation Centers is up to 15% of the Small Government Transaction Ceiling during the one-year implementation period of this Executive Directive.
  • 2-5. The management of the Affiliated Centers is obliged to monitor and observe the utilization ceiling for cores and units under this Executive Directive.

Article 3 - Ceiling for Dedicated Services Payable to Park Member Technology Units

  • 3-1. The credit for Technology Development - Commercialization Services for each Technology Unit is up to 150% of the Small Government Transaction Ceiling during the one-year implementation period of this Executive Directive. (A description of the services available to Park member Technology Units is provided in Appendix Table No. 2).
  • 3-2. Non-refundable financial supports (grants) for each member Technology Unit are up to 50% of the Small Government Transaction Ceiling during the one-year implementation period of this Executive Directive.
  • 3-3. The provision of all defined supports in this Executive Directive to Technology Units is contingent upon securing the required budget and credit.
  • 3-4. Possessing an Establishment Contract (specifically for resident Technology Units) or a Membership Contract (specifically for Associated Technology Units) is a prerequisite for benefiting from financial supports and credits for Technology Development - Commercialization Services.
  • 3-5. The management of Institution Affairs is obliged to monitor and observe the utilization ceiling for Technology Units under this Executive Directive.

Article 4 - Payment Conditions

  • 4-1. At the time of support payment, the Technology Unit must have a valid Establishment or Membership Contract and must not have any overdue financial debts to the Park.
  • 4-2. All payments are made contingent upon the availability of the required budget and credit, and only until the end of the month of Bahman (approximately late January/early February) of each fiscal year.
  • 4-3. The support amount is deposited exclusively into the bank account of the Technology Core/Technology Unit.
  • 4-4. If a Technology Unit fails to fulfill its financial obligations arising from the implementation of this directive in the current year, it will be disqualified from receiving support for a period of one year (from the date of notification by the entity providing the facility).

Article 5 - Repayment of Technology Development - Commercialization Services Credits

  • 5-1. The fee (interest/service charge) for the Technology Development - Commercialization credit related to the services mentioned in this article is 4% (Karimeh Research and Technology Fund fee) + 4% (Park fee), along with other statutory deductions.
  • 5-2. Technology Cores/Units that are members of the Affiliated Centers are obliged to deposit the amount of the received Technology-Commercialization services credit into the account of the Financial Agent, according to the provisions of the service support grant contract concluded with the Financial Agent, as follows:
  • 5-2-1. 30% two months after the date of exit (successful/unsuccessful/membership cancellation) from the center.
  • 5-2-2. 30% six months after the date of exit (successful/unsuccessful/membership cancellation) from the center.
  • 5-2-3. 40% ten months after the date of exit (successful/unsuccessful/membership cancellation) from the center.
  • 5-3. A Technology Unit that is a member of the Park is obliged to deposit the amount of the received Technology-Commercialization services credit into the account of the Financial Agent, according to the provisions of the service support grant contract concluded with the Financial Agent, and in accordance with the provisions of the agency contract concluded between the Park and the Financial Agent.

This Executive Directive, comprising 5 articles, was approved by the Scientific and Technology Council of the Park on 30 Dey 1402 (January 20, 2024).
