Monitoring and evaluation in advanced societies serve as a foundation for the efficiency and effectiveness of their respective systems, and they consistently hold significant and noteworthy importance. This matter is especially crucial in higher education, as the higher education system, being a leading and decisive framework, has the capacity to foster development in social, cultural, and human dimensions, influencing other areas as well. Therefore, awareness of the extent to which higher education goals are being achieved, along with understanding shortcomings and strengths (the current status), are essential tools that can assist decision-makers, policymakers, and planners in higher education to improve methods, achieve objectives, and enhance productivity. To achieve the goals set forth in Article 1 of the Regulations on the Establishment and Operation of the Higher Education Monitoring and Evaluation Council, approved on May 11, 2007, monitoring and evaluation offices will be established as the secretariat of the Monitoring and Evaluation Council in each university and higher education institution across the country. The head of the monitoring and evaluation office will be appointed by the university president.
