Introduction:
Innovation cores and technology units in the innovation, preliminary growth, growth, and institute affairs periods of the Science and Technology Park are monitored and evaluated to achieve the foreseen objectives and guide the technology unit along the technology-based and knowledge-based path. Therefore, the continued presence of the technology unit and its benefit from the park’s legal support, or its exit, depends on the evaluation results of the relevant unit. This regulation has been developed to clarify the conditions and process for revoking the technology license and the exit of the technology unit from the park.
Article 1 - Definitions:
1-1- Successful Exit: If the core and technology unit of the growth and innovation centers can successfully achieve the predetermined objectives in the preliminary growth and growth periods, they will successfully exit the growth and innovation center.
2-1- Unsuccessful Exit: If the core and technology unit in the innovation, preliminary growth, growth, and institute affairs periods of the Science and Technology Park fail to achieve the objectives within the foreseen period, they will have an unsuccessful exit, and the technology license of the technology unit will be revoked.
3-1- Membership Cancellation: If the core and technology unit officially announce their withdrawal during the innovation, preliminary growth, growth, and institute affairs periods of the Science and Technology Park, their membership and the technology license of the technology unit will be revoked.
Article 2 - Conditions for the Exit of an Innovation Core from the Entrepreneurship and Innovation Center:
1-2- Successful Exit:
Achieving the objectives in the Entrepreneurship and Innovation Center, including the following:
1-1-2- Consolidation of the core idea.
2-1-2- Preparation of a business model canvas for entry into the preliminary growth period.
2-2- Unsuccessful Exit:
1-2-2- Failure to achieve the objectives in the Entrepreneurship and Innovation Center.
2-2-2- Violation of the regulations of the Entrepreneurship and Innovation Center (as determined by the Entrepreneurship and Innovation Center).
3-2- Membership Cancellation:
1-3-2- Request from the innovation core indicating unwillingness to continue activities in the innovation center.
Article 3 - Conditions for the Exit of a Technology Core from the Preliminary Growth Period:
1-3- Successful Exit:
Achieving the objectives of the preliminary growth period, including the following:
1-1-3- Completion of a specialized and capable working team.
2-1-3- Legal registration of the company/institute.
3-1-3- Consolidation of the core idea.
4-1-3- Preparation of an approved business plan for entry into the growth period.
2-3- Unsuccessful Exit:
1-2-3- Failure to achieve the objectives of the preliminary growth period.
2-2-3- Violation of the regulations of the Growth Center (as determined by the Growth Center).
3-3- Membership Cancellation:
1-3-3- Request from the technology core indicating unwillingness to continue activities in the Growth Center.
Article 4 - Conditions for the Exit of Technology Units from the Growth Period:
1-4- Successful Exit:
Achieving the objectives of the growth period, including the following:
1-1-4- Having registered at least one set of financial books and submitted at least one tax declaration for the fiscal year.
2-1-4- Having at least two insured individuals for a period of one year.
3-1-4- Having obtained the necessary permits and standards for the technology product.
4-1-4- The income of the past fiscal year / one year prior to announcing growth completion must be at least five billion Rials from the sale of the company’s technology product.
Note 1: The increase amount for the above clause for each year is equivalent to the Central Bank’s inflation rate for that year.
5-1-4- The main activity of the technology unit must be within the geographical scope of Qom province.
6-1-4- The Technology Readiness Level (TRL) of the technology unit’s product must be 8 (i.e., having completed TRL level 7).
Note 1: The sale of the technology unit’s technical knowledge is considered as the end of the growth period.
2-4- Unsuccessful Exit:
1-2-4- Failure to obtain the required score (according to the Monitoring and Evaluation Regulation of the Science and Technology Park).
2-2-4- Violation of the regulations of the Growth Center (as determined by the Growth Center).
3-2-4- Failure to achieve the objectives of the growth period.
3-4- Membership Cancellation:
1-3-4- Request from the technology unit indicating unwillingness to continue activities in the Growth Center.
Article 5 - Conditions for Unsuccessful Exit from Institute Affairs and Marketing:
1-5- Unsuccessful Exit:
1-1-5- Failure to obtain the required score (according to the Monitoring and Evaluation Regulation of the Science and Technology Park).
2-1-5- Change in the activity field of the technology unit in the technology license.
3-1-5- Availability of placement possibility at the park location and the technology unit’s unwillingness to be placed.
4-1-5- Lack of Research and Development (R&D) activity by the technology unit during two consecutive monitoring and evaluation periods, as determined by the management of Institute Affairs and Marketing of the Park.
5-1-5- Written request from the technology unit indicating unwillingness to continue membership in the park.
6-1-5- Non-compliance with the internal regulations of the park or the laws and regulations of the Islamic Republic of Iran after one written warning.
7-1-5- Non-cooperation with the Institute Affairs and Marketing unit of the park after two written warnings.
Note 2: In case any of the clauses of the above articles are realized, the Membership Cancellation Working Group will be convened, and the manager of the innovation core / technology core / technology unit will be given an opportunity to defend themselves. After their defense, a decision will be made regarding the continuation or cancellation of membership.
Note 3: According to the Monitoring and Evaluation Regulation, as long as the technology unit in the Institute Affairs and Marketing of the park moves along the technology-based and knowledge-based path, its membership will continue.
2-5- Membership Cancellation:
1-2-5- Request from the technology unit member of the park indicating unwillingness to continue activities in Institute Affairs and Marketing.
Article 6 - Membership Cancellation Working Group:
1-6- This working group consists of the following individuals:
1-1-6- Deputy of Innovation and Technology of the Park.
2-1-6- Manager of the relevant Entrepreneurship and Innovation Center / Growth Center / Institute Affairs.
3-1-6- One person representing the Association of Technology Units.
4-1-6- One person from the experts of the Admission Council mentioned in Article 6 of the Admission Procedure.
5-1-6- One person representing the Deputy of Development and Resource Management.
2-6- Duties of the Working Group:
1-2-6- Reviewing the conditions for the unsuccessful exit of the innovation core / technology core / technology unit.
2-2-6- Decision-making regarding the unsuccessful exit or non-exit of the innovation core / technology core / technology unit.
This regulation, consisting of 6 articles and 3 notes, was approved by the Scientific and Technological Council of the Park on 30/10/1402 (Solar Hijri) and is enforceable from the date of notification by the President of the Park. Furthermore, this procedure replaces all previous park procedures related to the exit of innovation cores / technology cores / technology units.
